Pfc Elmer E. Steffan was a farmer and employed by the Trout Mining Company.

He enlisted at Fort Douglas, Utah on 21 April 1944.

In April 1945 he was hospitalized for a broken clavicle. During that time he was also diagnosed with sclerosis of the coronary artery.
