Pfc Harold P. Rugen attended high school for four years and was employed by the Sky-View Taxi Company.

He enlisted in New York City, New York on 24 July 1943.

In October 1944 he was severly wounded in action in the vicinity of Belmont - Les Rouges Eaux, France by artillery shell fragments in his liver and lung. He died of his wounds on 29 October. The exact location where he died is unknown.
