Pvt Joseph O. Fisher graduated from Lewiston High School in 1935 and from Bates College in 1939. He received a Master's degree in Geology from Columbia University in May 1944. and planned to receive his doctorate after the war. Two months after commencement exercises at Columbia University, he entered the military and left his job at the U.S. Geological Survey, a position he had held since 1939.

He enlisted in Portland, Maine on 25 July 1944.

He was named after his paternal uncle, who served as a captain in the Navy during the First World War.

His brother served with the U.S. Navy.
