Pfc William C. Packan graduated from Garfield High School and Akron University. He was studying for his PhD at Western Reserve University. He taught for five years before being employed at Firestone Tire & Rubber Company.He enlisted in Akron, Ohio on 9 June 1943.
He was selected for the Army Specialized Training Program (A.S.T.P.) and studied Russian at the University of Chicago.
