2nd Lt Burns graduated from Loyola Blakefield Jesuit School in 1942.

His father, a West Point graduate and field artillery officer, was killed in an accident at Fort Bliss, a few weeks before his son was born.

Lt Burns left Georgetown University in June, 1943, while in the second year of an accelerated course. He was sent to Camp Hood in Texas for basic training after his induction.

In October,1943 he qualified to study engineering in the Army Special Training Program. When the program was dissolved, he was sent to the field artillery school at Fort Bragg, N.C. While at Fort Bragg, Burns was selected for officers' candidate school, and he was transferred to Fort Benning in Georgia where he received his commission with the infantry in November.
