1st Lt Howard E. Ballard was a paymaster before he enlisted in Chicago, Illinois on 23 March 1941.

His remains were found in Germeter and initially registered as Unknown X-2738. He was evacuated to Ardennes Cemetery and could be identified at the identification center.

He is also remembered at the Lawrenceville City Cemetery in Lawrenceville, Lawrence County, Illinois.
