Pvt Peter W. Skrutt graduated from Northumberland High School in 1939 and attended Lincoln Welding Institute in Cleveland, Ohio. He was employed at Sparrow Point Shipbuilding yards in Baltimore.

He enlisted in Baltimore, Maryland on 27 January 1943.
