James Lower was graduated from Darling High School in June 1944. Following graduation, he was employed for two months by the Wisconsin Telephone Company, of which his father was the local manager.

He enlisted on 22 August 1944.

Pvt James R. Lower was first buried at the Temporary American Military Cemetery of Foy, Belgium.
