2nd Lt Thomas E. Higley attended Sacred Heart Grade School and graduated from Technical High School. He was a huckster's helper at the Retail Fruit & Vegetables Store before he joined the National Guard in Omaha, Nebraska on 23 December 1940.

He was first buried at the Temporary American Military Cemetery in Limey, France.
