2nd Lt Richard F. Williams attended college and was an architect.

He joined the Air Corps of the Regular Army in Detroit, Michigan on 25 November 1941.

The aircraft was broken in two by collision with A/C 42-31066 which fell on it after being hit by flak. Both aircraft went down in flames.
