Lt. David Manning attended Hermon High School, where he was prominent in athletics, particularly basketball. He later transferred to St. Mary's Academy of Ogdensburg, where he graduated in 1938.

He joined the Air Corps of the Regular Army at Geiger Field, Washington, on 17 July 1941. He first served with the Military Police. He graduated from Marfa Air Base in Texas in May 1943.

The aircraft 42-52105 was hit by German flak. When the plane left the formation, German fighters pounced and shot down the stricken plane. The bomber crashed into the sea west of Terschelling. None of the crew members survived the crash.

Lt. David E. Manning is remembered at Hermon Cemetery in Hermon, St. Lawrence County, New York.
