Lt. Hughey grew up helping his father on a farm outside of Navasota, Texas and at times also worked as a carpenter. He attended the Agricultural and Mechanical College of Texas (now Texas A&M University) with the Class of 1941, majoring in petroleum engineering.

He volunteered for the Air Corps of the Army of the United States in Houston, Texas on 10 April 1942.

The airplane was shot down on the return flight at approximately 5:00 PM by Hauptmann Peter Jenne of JG 26/I and exploded in mid-air.

Two crew members managed to bail out and were taken prisoner; eight were killed. Seven are remembered on the Walls of the Missing at Margraten, Sgt Homer C. Risner is remembered on the Walls of the Missing at the American Military Cemetery and Memorial at Cambridge, England.

He is also remembered at the family plot in Navasota’s Oakland Cemetery. In addition, he is memorialized in the Memorial Student Center on the Campus of Texas A&M University.
