2nd Lt Roy H. Powell attended college before he joined the Regular Army in Cincinnati, Ohio on 5 October 1942 and was sent overseas in November 1944.

The plane was shot down when it returned from the target. 2nd Lt Powell bailed out, and the Germans killed him on the ground.

He was first buried at the Temporary American Military Cemetery of Foy, Belgium.
