2nd Lt Fred R. Powell was a student at the University of Kansas when he enlisted on 21 February 1942.

On 26 October 1944 in a wood in the vicinity of Housseras his tank was hit by an anti-tank shell, killing 2nd Lt Powel and Pvt Agapito Barraza, who is remembered on the wall of the missing at the Brittany American Cemetery in St. James, Normandy, France.
