Billy Lamb attended was a farmer.

He joined the Air Corps of the U.S. Army Reserve in Atlanta, Georgia, on 23 June 1942.

Statement from 1st Lt Carl G. Bickel, who flew in the same mission: "I was flying Green 3 in 353rd Fighter Squadron on strafing mission to eastern Germany. At approximately 1400, we were getting ready to let down on target area. We hit instrument weather at this time. My wingman, 2nd Lt Billy J. Lamb, was on my wing. As we went into the soup, he closed up tightly. I made a gentle turn to the left of 10 degrees to avoid the rest of the flight. I leveled off and began my descent. Lt Lamb was still on my wing. The cloud became so thick I could not see my wing tips. When I got out of the real dense part, I looked out, but did not see Lt Lamb. I called him but received no answer. I climbed to 20,000 feet and circled, but could not contact Lt Lamb by radio. I set course for home at 1420."
