Pfc Neukam was a former Moline Junior tennis champion. He attended South Side High School for two years and graduated from Moline High School in 1942. He was a premedic student at Ambrose College.

He enlisted on 21 April 1943 in Peoria, Illinois and attended Ohio State University under the A.S.T.P. program. When the program was disbanded he was sent to the infantry and was sent overseas in September 1944.
