Sgt William L. Willoughby Jr. attended Northeast High School and was employed at the Kansas City Quartermaster Depot.He enlisted at Fort Leavenworth, Kansas on 6 April 1943 and was sent overseas in September 1944.
He was first buried at the Temporary American Military Cemetery of Grand Failly, France.
