Maj Robert C. Payne graduated from Purdue University and was employed as a farm agronomist.

He was taken prisoner on 21 December 1944 and was held in Stalag XII-A in Limburg an der Lahn, Germany. When the Russian forces advanced eastwards, this camp was evacuated and the prisoners were transported by freight trains to Stalag IX-B in Bad Orb, Germany.

He is remembered at the Cemetery in Burlington, Indiana.
