T/4 Tobie Cooley worked on a farm.

He joined the Regular Army in Houston, Texas on 1 August 1940.

According to a newspaper article of the The La Crosse Tribune of 17 June 1945, a bomb struck a building in which 18 men of the battalion were in. Eight men were killed and three were wounded.
