T/4 Richard L. Colby was employed at the shipyards in Vallejo, California.

He enlisted in San Francisco, California on 10 September 1942 and was sent overseas in September 1943.

According to a newspaper article of the The La Crosse Tribune of 17 June 1945, a bomb struck a building in which 18 men of the battalion were in. Eight men were killed and three were wounded.
