Pfc Dean J. Riggs attended high school for four years and was employed by Van Karl & Winter-mantle Oil Inc. at Harrisburg Run before he enlisted in Erie, Pennsylvania on 15 February 1943. He was sent overseas in September 1944.

He was killed by artillery shell fragments in his chest.

He was first buried at the Temporary American Military Cemetery in Limey, France.
