He attended Georgetown University, Washington DC, where he studied law and received his bachelor of arts degree before he volunteered for the Army of the United States in Providence, Rhode Island.

He was awarded the Silver Star Medal posthumously. The citation stated: For gallantry in action in connection with military operations against an armed enemy. On 24 April 1945, Lt Mulvaney whose rifle platoon was part of the advance guard, eliminated snipers and enemy anti-rocket teams from the a blown bridge near (name deleted) thus enabling engineers to build a bypass. Later Lt Mulvaney under intense small arms fire, personally led his platoon into town where heavy fighting was taking place, fearlessly exposing himself in directing and coordinating his men, and quickly accomplishing his mission.
