Pvt James E. Burns graduated from Randolph High School.

He enlisted in Dallas, Texas on 23 November 1943 and trained at at Camp Fannin and Camp Atterberry, Indiana. Served in England, France and Holland.

Pvt Burns' remains were found northwest of Groesbeek in July 1945 and initially buried at Margraten as Unknown X-1200. After being disinterred and being identified through clothing marks, unit patch, historical records and estimated date of death, he was reburied in a temporary grave on 7 June 1946. After being disinterred again and after the cemetery was given a permanent status, he was given his final resting place in February 1949.
