Pfc Clark B. Allen Jr. graduated from Port Richmond High School and attended Wagner College in New York for two years.

He joined the Regular Army in New York City, New York on 17 October 1942. He was sent to Fort Devens, Massachusetts on 19 June 1943. He completed his basic training at North Camp Hood in Texas, and the Army accepted him into the Army Specialized Training Program (ASTP).

Pfc Allen was awarded the Silver Star Medal. The citation cited: With complete disregard for his personal safety, Pvt Allen worked his way back across 600 yards of open, fire-swept terrain in search of medical aid men, and skillfully led them back over the same route. Constantly exposing himself to heavy fire from a firmly entrenched enemy only 150 yards to his front, Pvt Allen administered first aid to four of his wounded comrades and directed their evacuation. Still under heavy enemy fire he returned to his company commander with accurate information as to the situation.
