Lt Fanning enlisted on 3 December 1942. He received his basic training at Miami Beach, after which he was sent to Butler University, Indianapolis, for academic work. Further training followed at San Antonio where he was classified as a pilot in the Pre-flight school, at Fort Stockton, San Angelo, Texas and Moore Field, Mission, Texas, where he received his commission on 27 June 1944.

He was killed in a plane crash in Italy and is buried next to his brother, Glen B. Fanning.
