Capt Frank L. Miller Jr. graduated from Seminole High School and the University of Florida where he received a B.S.B.A. degree in 1933. He was employed by the Commercial Credit Corporation.

He enlisted on 3 March 1942 at Camp Croft, South Carolina. He was sent overseas in November 1944.

Capt Miller was killed by mortar shell shrapnel.

His son, Capt Frank L. Miller III, was killed in action in 1965 during the Vietnam war as a member of the 1st Cavalry Division.
