1st Lt James F. Plunkett attended college for four years and was employed at the Northern Pacific Railway before he joined the U.S. Army Reserve at Fort Snelling, Minnesota on 30 March 1942.

He was first buried at the Temporary American Military Cemetery in Hochfelden, France.
