Richard todd graduated from Cheyenne High School on 8 June 1938 and worked as an apprentice at West Side Electric Company in Colorado Spring between 1938 and 1939 and then attended Sam Houston State Teacher College. In July 1941 he worked as an engineer's helper at Brown & Root construction company in Austin, Texas untill he joined the Royal Canadian Air Force in September 1941.

Richard E. Todd was an American citizen who participated in the British commonwealth Air Training plan, and served as a pilot in the Royal Canadian Air Force. He was killed in action at the age of 23 while on active service with No. 426 'Thunderbird' Squadron, Royal Canadian Air Force (Bomber Command) when his Vickers Wellington MK III (BJ762) crashed at Nijemirdum, the Netherlands during a bombing raid to Bochem, Germany on March 29, 1943.

Flight Sergeant Todd was in combat since October 1942.

Two other crew members wrote his mother that her son ordered the men to bail out when the airplane was hit.

He was awarded The Canadian Memorial Cross posthumously.
