S/Sgt Howard V. Isbell attended college for two years and worked at a printing or publishing company before he joined the Regular Army at Punta Gorda Army Air Field, Florida on 9 September 1939. He was sent overseas in August 1944.

He was awarded the Silver Star posthumously for his action on the day of his death. The citation cited: During an important river crossing operation by the division, S/Sgt Isbell courageously supervised the installation of vital communications across the stream under a constant barrage of enemy fire. While guiding a wire party to the river bank preparatory to crossing, S/Sgt. Isbell was killed by hostile fire. The disdain for danger, unswerving devotion to duty and aggressiveness displayed by S/Sgt Isbell upon himself and in accordance with the finest tradition of the military service."
